css3 - CSS wrapper div's background to cover content -


I have 2 divisions inside a wrapper div and I was wondering whether to bring # wrapper div to the top of the content Is possible for (#outer and #inner).

  & lt; Div id = "wrapper" & gt; & Lt; Div id = "external" & gt; & Lt; Div id = "inner" & gt; & Lt; / Div & gt; & Lt; / Div & gt; & Lt; / Div & gt;   

I need to add a transparent background to #Wapper without making any changes to HTML. I have tried to successfully use Z-index without.

Pseudo elements have been placed above others, and a semi transparent background is applied to it.
