css - Unable to apply border to Table td -

I should be overlooking something and I should find out. I have applied the boundaries on my table cells and they are not showing up. Please take a look at the markup and CSS below and can help me. It has been told here that I have implemented the Myers CSS reset in my stylesheet, it is not certain that there is a difference.

 Fall can change: collapse;  to  boundary-difference: 0; , but  
 
 TD th (range: 2px solid red;)   
 should be written  
  TD, th (range: 2px solid red;}
