 For XPath 1.0, you can not do this, you have to select all the elements WL and check their name:  
  / * [s] Generally, neglecting namespaces should be considered bad behavior, and especially in XPath 1.0 [local-name ()); Local-name () = "envelope"] / * [local-name () = "header"] / * = "Security"] / * [local-name () = "timestamp"]   
 It is awful to read and maybe a slow question.
