jquery - JQ turn $('#topspeed').change(function() into a condition -


I want to change 

  $ ('# topspeed'). }   
 with a condition, some of the following, but the work  
  if ($ ("[id = topspeed]"). (": Selected ")) {  
 How to do it?   
 
 
 Here's the answer:  
  $ ('select '). Change (function () {if ($ (this) .is ('# topspeed'))
