I want an app to be developed in Italian, is it possible?

The problem is that when I submit my app to the Windows Phone Store, it asks me a description in English because the app is translated into English.

I am not interested in dual localization, I want to change the default localization from English only to Italian

Yes this is possible. In your Visual Studio Project, open the property. Then choose neutural language as Italian.
