I want to create a script that will help me monitor network interface traffic on Windows 7 via SNMP. Which language would be more appropriate and how can I start with it?

I suggest you go with Perl or TCL these two scripting languages are widely used by the network. Useful for related scripting, to start, you just have to browse the internet completely. You can get a good number of online tutorials.
