I want to send a message to a Google Hangouts user from an app running in Google App Engine. I need something like XMPP service that allows to work with the excluded Google Talk, is it possible?

Google has sent an email to existing developers XMPP service when Hangzhou , Then essentially stating that, the XMPP API for APIPAP will not interoperate with Hangouts.
He has not left any API yet, which will allow external applications to send messages to Hangouts users. So as the time of this post, it is currently not possible.
It may change in the future, but Google has not guaranteed that it will happen.
