How to generate Excel with macros programmatically -

Does any program prepare Microsoft Excel files with embedded macros through a program?

To generate required Excel files, but there should be some embedded macros in the generated Excel.

We can not just create Excel plugins and can not generate plain Excel files, because macro logic will be different depending on the input parameter of the program writing Excel.
