Migrating on premises application to Azure Cloud query -

You may want to consider the Windows service as a worker role. Through the role of the worker, you can create local temporary storage, so that your app can store its images once done, the worker role can go through them and upload them to the Blob storage.

If you do this, you will not have to worry about VM maintenance as it is not an IAS.
